Born in Wilkes-Barre, Banks attended Wyoming Seminary and received a degree in civil engineering from Massachusetts Institute of Technology in 1953. He improved the Luzerne County track by adding amenities including closed-circuit television coverage and off-track betting sites in Erie and Allentown and was able to make the business successful. At the time of his death, Banks and his staff were working on adding telephone wagering to the track's list of services. Pocono Downs and its satellite sites employ 900 people. Pocono Downs wasn't Banks' only local entertainment enterprise.
